PPWR: what the new EU packaging rules mean for your boxes

If you sell into the EU, directly, through a distributor, or as a component inside someone else's product, the Packaging and Packaging Waste Regulation (PPWR) affects you. Unlike the old Packaging Directive, which each member state interpreted its own way, PPWR is a regulation: the same rules apply in every EU country, with no local translation step. For UK exporters that is mostly good news, but it does mean the design of your packaging is now a compliance question as well as a cost question.

What PPWR actually asks for

Strip out the legal language and the regulation pushes on five things at once:

• Recyclability by design: packaging must be designed for recycling, assessed against defined performance grades, with poorly recyclable formats squeezed out over time.
• Empty space reduction: e-commerce, transport and grouped packaging faces a cap on void volume, so oversized boxes stuffed with air become a compliance risk, not just a shipping cost.
• Minimisation: you need to be able to justify the weight, volume and number of layers of packaging you use for the product inside it.
• Recycled content: plastic packaging carries mandatory recycled-content targets. Paper and corrugated already recycle at high rates, which is why so many businesses are switching material.
• Harmonised labelling: standardised material and sorting labels so the person emptying the bin knows what to do with it.

Why corrugated is the easy answer for a lot of this

Corrugated board starts from a strong position. It is collected kerbside almost everywhere, it is recycled at a very high rate in the UK and Europe, it is a single material stream when you avoid plastic tape and windows, and it can be made from responsibly sourced fibre. If you are currently shipping in mixed-material packaging, plastic-lined mailers, polystyrene inserts, shrink-wrapped multipacks, a corrugated equivalent usually clears the recyclability and labelling hurdles with far less effort.

The one that catches people out is empty space. A stock box that is 30% too big has always cost you in courier charges and filler; under PPWR it also becomes a documented non-compliance. This is exactly where a made-to-measure box earns its keep.

Practical steps to take now

• Measure your worst offenders. Pick your top five SKUs by volume and work out the ratio of product volume to box volume. Anything under about 60% is worth redesigning.
• Cut mixed materials. Swap plastic tape for paper tape, polystyrene for corrugated or paper-based cushioning, and plastic void fill for paper.
• Right-size rather than round up. A custom internal size removes the void, the filler and the damage risk in one go. There is no minimum on stock lines, and bespoke corrugated runs can start from as little as one, but we will advise the most cost efficient run rate depending on size and board grade.
• Get your paperwork in order. Ask your supplier for chain-of-custody evidence, material specifications and recyclability information, and keep it filed against each SKU.
• Design labelling in early. Leaving space on the artwork for harmonised sorting marks is far cheaper than reprinting later.
